Sandra Chilton
Executive Director
Sandra Chilton joined TLC as Executive Director in June 2023.
She brings over 20 years of experience in the human services field to her new role. She previously served as the Maryland State Director of the Mid-Atlantic Human Service Corp./Aspire Living & Learning. Chilton has a BA in Psychology from Salisbury University and has completed coursework in University of Baltimore’s Master of Psychology program.
“TLC and the individuals it serves make our community a better place,” Chilton says. “I look forward to joining this team in continuing that work and guiding TLC into a strong future.

Carrie McCullough, MPA
Chief Administrative Officer
Carrie joined TLC in August 2022. She has a bachelor’s in History from Millersville University and a Master of Public Administration from Widener University. Carrie is the Community Impact Chair for the Junior League of Lancaster, and a winner of both the Red Rose Community Service Award and Laura Louise Watt Leadership Award.
She previously served with the League of Women Voters, Clare House, American Cancer Society Legacy Ball, Lancaster City Human Relations Commission, Brittany’s Hope, and Habitat for Humanity.
Carrie has a 5-year-old daughter, Cece, and a 1-year-old dog, Acey.

Tiffany Kauffman
Director of Operations
Tiffany started with TLC in August 2021. She brings years of experience to the organization, including working as a social worker and serving as Executive Director of a personal care home. Kauffman has a Bachelor’s in Psychology and a Master’s in Health Care Administration. She has two dogs, a Frenchie named Nora and a Golden-Chow named Tango.
